Spencer Thibodeau has deep Portland roots…
Adopted by a loving family in Portland when he was three weeks old, Spencer Thibodeau grew up in Portland’s Libbytown neighborhood where his parents still reside. The son of a carpenter and a nurse, Spencer was raised with a hard work ethic reflecting the middle class neighborhood he grew up in.

Spencer was first elected to the Portland City Council in 2015, where he represented District 2 (Oakdale, Parkside, and West End neighborhoods) and fought for safety and infrastructure improvements for Reiche School, action on climate change, and Portland’s first protected bike lane.
Spencer was re-elected to the Council in 2018 with over 67% of the vote, a resounding referendum on his first term as councilor.
Throughout his first four years on the Council, Spencer has a proven track record of success and being able to collaborate to get things done.
Experience working on Housing
Advocated for an increase in the notice period for at-will tenants facing eviction through the introduction of the “Lee-Way” program
Successfully fought for increase in notice period for rental increases for tenants
Introduced increased fee structure for Short Term Rentals and fought for common sense regulations to ensure the continuation of Short Term Rentals in the City
Advocated for streamlining of the building permit process
Experience working on Transportation
Worked to increase regional coordination and funding for joint transportation projects with South Portland
Pushed for increase in street sweeping operations and advocated for investment in pedestrian-friendly crossing infrastructure
Continued to fight for the first protected bike lane infrastructure in the City
Experience working on Climate Change
Secured $110,000 to be used for Long Term Climate Action Planning with the City of South Portland.
Crafted and implemented one of the strongest pesticide ordinances in the Country
Worked with Councilors and City Staff to implement Portland’s new Recycling Kart Program
Supported and proivded oversight to the implementation of the Ocean Avenue landfill solar project to decrease Portland’s dependence on fossil fuels
